According to the bill, the intended parents need to be married Indian couple. But there is no mention of Non-Resident Indian (NRI) couples who are coming back to Indian to have a baby. Couples can only do altruistic surrogacy in this bill, which is a very serious problem for all the women who lend their womb for the surrogacy process to earn money.
